A friend of mine has made two attempts at a smoked
porter. The first he used rauchmalt for 1/3 of his
base malt, and after a couple weeks, all the smoked
flavor disappeared. So the second batch he increased
it to 1/2 his base malt, but the same thing happened.

Is it typical of smoke flavors to disappear after a while?
Is there a cure for this? He says he doesn't want to
increase the rauchmalt to 100%, because then it's
really just a "dark rauch bier."

Yes it's typical of smoked malts. They lose smokiness due to age and out
gassing. Some use 60% or more rauchmalt and the smokiness still fades.
If it's to be judged send it in the first month.
